Dramatis Personae:
Valentine Browning (V1586, aka Vis) - peacekeeper, former gang delinquent, and professional dragonslayer. 22 years old, dark blond hair, green eyes. Originally an orphan refugee from Mir and an empathic Fifth, he made a reputation for himself as a protective older brother type in the bleak Department orphanage system, using his gifts to try and make life better for his fellow orphans that had little chance of being adopted for their strangeness. He took one of these career cases, a younger mute boy nicknamed Dee, under his wing. Around age ten a horrific fire ripped through the town he was living in, killing dozens, and while trying to rescue victims using his powers the trauma ended up locking his abilities while catalyzing Dee's. At the hospital afterwards he was separated from Dee and told that the younger boy had died of his injuries. Vis refused to believe this and spent the next several years futilely searching for his friend and then investigating the Jericho fire, convinced that supernatural forces had been the culprits. He was renamed Valentine upon going into foster care, and drifted from home to juvie to home and eventually into gang life. He was later forcibly recruited into the Peacekeeper Corps as part of a special Fifth taskforce, despite still being powerless. Val used the opportunity to pursue his revenge and specialize in dragonslaying, although his superiors remain skeptical of his belief that the rarest breed of all Outsiders could have been responsible for the fire. Ostensibly in Los Angeles to investigate a string of murders surrounding a high profile private academy for humans and Outsiders, his real reason for being there has more to do with a tidbit a sketchy informant recently coughed up: that the person Valentine has been searching for twelve years is alive, and somewhere in L.A.
Daniel Wesson (D3349, aka Dee) - a student at L.A.'s notorious Solomon Academy, private school for both humans and Outsiders, and a powerful Fifth struggling to control and suppress his abilities. 20 years old, auburn hair, blue eyes. Another orphan refugee from Mir. Mute as a young boy due to his latent psychic abilities and befriended by an older orphan nicknamed Vis, the two were inseparable until the Jericho fire stripped Vis's abilities and unlocked Dee's. Immediately afterwards, following standard protocol when a child not old enough for the CE battery of tests demonstrates sudden powerful abilities, the hospital staff gave Dee over to the custody of government handlers, who told him that Vis had died from the fire in order to get him to cooperate. Dee believed them, blaming himself for the death and thoroughly convinced by his handlers that if the peacekeepers ever found him again, he would be executed as being too dangerous to live because of his abilities. Renamed Daniel and put in specialized foster care, he was shunted from home to home in between hospital incarcerations whenever his powers raged out of control. Years later and under the patronage of Solomon Academy's founder, who has taken an interest in him as a case study, Daniel struggles to maintain some semblance of a normal life on a campus where magic is commonplace and murder dogs his steps, and an 'exchange student' aka a peacekeeper with an unhealthy interest in Daniel's past has just enrolled in all of his classes like a total creeper.
Dominic Kaplan - a member of a local L.A. demi gang, the Screaming Dingos, and the only one of them that comes across as remotely competent and/or dangerous. Probably a werewolf, and probably on the run from something. Sort of Daniel's friend, if you can call being routinely shaken down for cash every week friendship.
Lady - Valentine's 1970 Ford Mustang Mach 1. Semi-sentient after years of exposure to the Veil, capable of changing her color/appearance and navigating by herself for short periods.
Amber Tarn - Danny's former roommate and on-again-off-again girlfriend. Unlike many of the students at Solomon Academy, Amber is 100% ordinary human but believes firmly in coexistence and 'sider civil rights. Also unlike many of the students at Solomon Academy, she still has virgin blood due to an absolute refusal to believe her former dissatisfying relationships "count," and does a brisk business selling her blood as a valuable component for spells. She takes a protective attitude towards Danny and is one of the few who know that he's a Fifth.
Tiberius "Tom" Harper -
El Rey - notorious crime boss and warlord of Los Angeles, notable for being an ordinary human holding his own among 'sider criminal organizations.
Carmina Santos - former LAPD officer turned peacekeeper. Third generation 'sider out of a siren bloodline, with powers of supernatural persuasion, deadly beauty, and the somewhat useless ability to breathe underwater.
Vincent - a mara (incubus) and professional 'professional' on loan to El Rey from the Russians, currently ordered to keep tabs on Valentine. Stoic, soft-spoken, and capable of inducing heart attacks at twenty paces. No matter where Valentine goes, Vincent is somehow already there ahead of him. May or may not actually be named Sasha.
Cassariel - one of the western malakhim (feathered dragon) out of Cassiel's line. Solemn, devoted to duty, and withdrawn, constantly under scrutiny over the actions of her sire. Se has never taken a rider or a thrall and is considered exceptionally pure for her lack of interaction with humans, but also fatally tainted because of Cassiel's rebellion.

Royce Westeren - prince of the West Quarter and heir to Castle Evenfall
Tristam Westeren - prince of the West Quarter, Royce's twin brother.
Cassiel - one of the four Elder, the highest rank of malakhim after the four Eldest. Having lost his rider and vowing never to take on another from that bloodline, his siblings feared Cassiel would give up his will to live and fly between. Instead, he went through a period of self-imposed exile before being coaxed to serve as guardian to the young twin princes of the Westeren family. For reasons known only to themselves, the twins went rogue soon after they turned twenty-five and deserted the war effort, taking Cassiel with them, supposedly disappearing into the mortal world for several years before being caught and sealed in crystal as punishment.
Winter - second born of the four Eldest, guardian of the Northern Gate and the North Quarter. Affiliated with winter, ice and water elements, and magecraft. Mate to Autumn. Se grew disenchanted with humanity after they brought war and murder into the Garden and concerned at how much influence human riders had begun to exorcise over their dragons, and also jealous of the attention that Autumn paid to hir own rider. Winter discovered the method of turning humans into thralls by overwhelming their will and rendering them compliant puppets, and forced hir own rider to kill Autumn's, although the two were brothers. Winter's rider tried to take his own life and was partially successful; even after intervening Winter was left with a living but mindless shell. This murder provoked the first war among dragons and Winter was eventually driven deep into the frozen wastes of the north along with hir armies of corrupted malakhim and the wyverns and serpents se had spawned.

Locations and Terms of Note:
Dragon Gates - the four great portals
Iron City - capital of the Iron Kingdom, located in the middle of the Star Road.
Iron King - self-styled king of all humans, bent on establishing a human empire in the South Quarter.
demi - denoting someone of mixed blood (half-were, quarter-were, etc) born and raised on Earth instead of on Mir. Purebloods born on Earth tend to be raised into the traditions of their family line, and halfbloods born on Mir are either culled or demonstrate enough power to be accepted as part of the family. The actual percentage of human vs nonhuman blood is not an indication of power level, as human parentage can still contribute elemental affinity. Demis are found on all sides of the immigration issue, from passionate civil rights advocates to embittered gang members determined to be taken seriously by their Outsider cousins.
Quarters - rough territory divisions belonging to each of the Four. Winter rules the North Quarter, full of monsters and the undead thanks to lingering magical backlash from being the site of many battles in the Great War. Autumn rules the West Quarter and Spring the East Quarter. Summer holds the South Quarter, home to most of the remaining human population. As Mir is roughly correspondent to Earth,
